  • ๐Ÿ“‹Principle of collective responsibility requires Ministers to explain every Government action. Ministry/Department must be ready to brief the Minister or Cabinet adequately.

    • ๐Ÿ“‹Ordinance-making power (Art. 123): When both Houses not in session and President satisfied of necessity. Must be laid before both Houses. Ceases to operate 6 weeks after reassembly.
    โš–๏ธ Constitutional Amendment (Art. 368)
    • โš–๏ธInitiated only in Parliament (not State Legislature). Passed by majority of total membership + two-thirds of members present and voting in each House.
    • ๐Ÿ“‹Certain amendments (Art. 368(2) provisos) also require ratification by not less than one-half of State Legislatures.
