Automatic Rate Revision Formula स्वचालित दर संशोधन सूत्र

Whenever Dearness Allowance on the revised pay structure goes up by 50%, the rates and ceiling of CEA and Hostel Subsidy are automatically raised by 25% — no separate notification needed. जब भी संशोधित वेतन संरचना पर महंगाई भत्ता 50% बढ़ता है, CEA और छात्रावास सहायिकी की दरें एवं सीमाएँ स्वचालित रूप से 25% बढ़ जाती हैं — कोई अलग अधिसूचना आवश्यक नहीं।

How to claim Hostel Subsidy: छात्रावास सहायिकी का दावा कैसे करें:

1️⃣ Certificate from Head of Institution confirming child studied — with expenditure on lodging & boarding mentioned संस्था के प्रधान का प्रमाण-पत्र जो बच्चे के अध्ययन की पुष्टि करे — जिसमें आवास एवं भोजन पर व्यय का उल्लेख हो
2️⃣ If unavailable: self-attested report card AND original fee/e-receipts indicating expenditure on lodging & boarding यदि उपलब्ध न हो: स्व-सत्यापित रिपोर्ट कार्ड एवं मूल शुल्क/ई-रसीद जिनमें आवास एवं भोजन पर व्यय का उल्लेख हो

⚠️ Critical Condition — Distance Requirement ⚠️ महत्त्वपूर्ण शर्त — दूरी की आवश्यकता

Hostel Subsidy is admissible only for a child studying in a residential institution located at least 50 kilometres from the residence of the Government servant. छात्रावास सहायिकी केवल उस बच्चे के लिए स्वीकार्य है जो सरकारी कर्मचारी के निवास से कम से कम 50 किलोमीटर दूर स्थित आवासीय संस्थान में अध्ययन कर रहा हो।

Reimbursement can be claimed only for the two eldest surviving children. प्रतिपूर्ति केवल दो सबसे बड़े जीवित बच्चों के लिए दावा की जा सकती है।

Exceptions to the two-child norm: दो-बच्चे की सीमा के अपवाद:

CEA and Hostel Subsidy are also admissible for the initial two years of a diploma/certificate course from Polytechnic/ITI/Engineering College, provided: CEA और छात्रावास सहायिकी पॉलिटेक्निक/ITI/इंजीनियरिंग कॉलेज के डिप्लोमा/प्रमाण-पत्र पाठ्यक्रम के प्रारंभिक दो वर्षों के लिए भी स्वीकार्य हैं, बशर्ते:

✅ The child pursues the course after passing 10th standard, AND बच्चा पाठ्यक्रम 10वीं कक्षा उत्तीर्ण करने के बाद कर रहा हो, एवं
🚫 The Government servant has NOT been granted CEA/Hostel Subsidy for studies in 11th and 12th standards सरकारी कर्मचारी को 11वीं और 12वीं कक्षा के अध्ययन के लिए CEA/छात्रावास सहायिकी नहीं दी गई हो

Effective from Academic Year 2023-24 शैक्षणिक वर्ष 2023-24 से प्रभावी

"The CEA and Hostel Subsidy is admissible in respect of children studying from three classes before class one to 12th standard (irrespective of nomenclature of class) and also for the initial two years of a diploma/certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/hostel subsidy in respect of the child for studies in 11th and 12th standards." "CEA और छात्रावास सहायिकी उन बच्चों के संबंध में स्वीकार्य है जो कक्षा एक से तीन कक्षाएँ पहले से 12वीं कक्षा तक (कक्षा के नामकरण पर ध्यान दिए बिना) पढ़ रहे हैं तथा पॉलिटेक्निक/ITI/इंजीनियरिंग कॉलेज के डिप्लोमा/प्रमाण-पत्र पाठ्यक्रम के प्रारंभिक दो वर्षों के लिए भी, यदि बच्चा 10वीं उत्तीर्ण करने के बाद पाठ्यक्रम कर रहा है और सरकारी कर्मचारी को 11वीं और 12वीं कक्षा के अध्ययन के लिए उस बच्चे के संबंध में CEA/छात्रावास सहायिकी नहीं दी गई हो।"

🎁 One-time relaxation for employees whose children have to repeat one additional class due to NEP 2020 implementation उन कर्मचारियों के लिए एकमुश्त छूट जिनके बच्चों को NEP 2020 के क्रियान्वयन के कारण एक अतिरिक्त कक्षा दोहरानी पड़ती है

Concurrent Claim — CEA + Hostel Subsidy एक साथ दावा — CEA + छात्रावास सहायिकी

The Hostel Subsidy and Children Education Allowance CAN be claimed concurrently for the same child. छात्रावास सहायिकी और बाल शिक्षा भत्ता एक ही बच्चे के लिए एक साथ दावा किया जा सकता है।

Both Spouses in Government Service दोनों पति-पत्नी सरकारी सेवा में

⚠️ Restriction ⚠️ प्रतिबंध

In case both spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance and Hostel Subsidy. यदि दोनों पति-पत्नी सरकारी कर्मचारी हों, तो बाल शिक्षा भत्ता और छात्रावास सहायिकी के तहत प्रतिपूर्ति उनमें से केवल एक ले सकता है।

Frequency of Reimbursement प्रतिपूर्ति की आवृत्ति

Eligible Institutions पात्र संस्थान

Recognized School / Institution मान्यता प्राप्त विद्यालय / संस्थान

For nursery, primary and middle-level schools not affiliated to any Board of Education, a 'Recognized School/Institution' means a Government school or any education institution (whether in receipt of Govt. Aid or not) recognized by: किसी शिक्षा बोर्ड से असंबद्ध नर्सरी, प्राथमिक और मध्य स्तर के विद्यालयों के लिए, 'मान्यता प्राप्त विद्यालय/संस्थान' का अर्थ है एक सरकारी विद्यालय या कोई शिक्षा संस्थान (चाहे सरकारी सहायता प्राप्त हो या न हो) जिसे निम्न द्वारा मान्यता दी गई हो:

🏛️ Central Government or State Government, OR केंद्र सरकार या राज्य सरकार, अथवा
🏛️ Union Territory Administration, OR केंद्र शासित प्रदेश प्रशासन, अथवा
🎓 A University or recognized educational authority having jurisdiction over the area क्षेत्र पर अधिकार क्षेत्र रखने वाला कोई विश्वविद्यालय या मान्यता प्राप्त शैक्षणिक प्राधिकरण

♿ Divyaang Special Rule — P ♿ दिव्यांग विशेष नियमr)

For a Divyaang child studying in an institution aided/approved by Central/State Govt. or UT Administration (or whose fees are approved by these authorities), CEA is reimbursed irrespective of whether the institution is 'recognized' or not. Benefits admissible till the child attains 22 years of age. दिव्यांग बच्चे के लिए जो केंद्र/राज्य सरकार या केंद्र शासित प्रदेश प्रशासन द्वारा सहायता प्राप्त/अनुमोदित संस्थान में पढ़ रहा हो (या जिसकी फीस इन प्राधिकरणों द्वारा अनुमोदित हो), CEA की प्रतिपूर्ति चाहे संस्थान 'मान्यता प्राप्त' हो या न हो की जाती है। लाभ बच्चे के 22 वर्ष की आयु तक स्वीकार्य है।

Correspondence / Distance Learning पत्राचार / दूरस्थ शिक्षा

CEA is allowed in case of children studying through "Correspondence or Distance Learning", subject to the other conditions of the OM. CEA उन बच्चों के मामले में अनुमत है जो "पत्राचार या दूरस्थ शिक्षा" के माध्यम से अध्ययन कर रहे हों, OM की अन्य शर्तों के अधीन।

PART IV भाग IV

Special Circumstances विशेष परिस्थितियाँ

Child's Academic Performance — No Nexus बच्चे का शैक्षणिक प्रदर्शन — कोई संबंध नहीं

✅ CEA/Hostel Subsidy has no nexus with the performance of the child in his class CEA/छात्रावास सहायिकी का बच्चे के कक्षा में प्रदर्शन से कोई संबंध नहीं है
✅ Even if a child fails in a particular class, reimbursement shall not be stopped यदि कोई बच्चा किसी विशेष कक्षा में फेल भी हो जाए, तो प्रतिपूर्ति बंद नहीं होगी
🚫 Exception: If the child is admitted in the same class in another school (having already passed from a previous school or in mid-session), CEA shall NOT be reimbursable अपवाद: यदि बच्चा किसी अन्य विद्यालय में उसी कक्षा में प्रवेश लेता है (पिछले विद्यालय से उत्तीर्ण होने के बाद या सत्र के मध्य में), तो CEA प्रतिपूर्ति योग्य नहीं होगी

Death of Government Servant During Service सेवा के दौरान सरकारी कर्मचारी की मृत्यु

CEA/Hostel Subsidy shall remain admissible for the children, provided all other conditions are fulfilled AND the wife/husband of the deceased is NOT employed in service of: CEA/छात्रावास सहायिकी बच्चों के लिए स्वीकार्य रहेगी, बशर्ते सभी अन्य शर्तें पूरी हों एवं मृतक की पत्नी/पति निम्न की सेवा में कार्यरत न हो:

▪️ Central Govt., State Govt., Autonomous body, PSU केंद्र सरकार, राज्य सरकार, स्वायत्त निकाय, सार्वजनिक उपक्रम (PSU)
▪️ Semi-Govt. Organization (e.g., Municipality, Port Trust Authority) अर्ध-सरकारी संगठन (जैसे नगर पालिका, पोर्ट ट्रस्ट प्राधिकरण)
▪️ Any organization partly or fully funded by Central/State Governments केंद्र/राज्य सरकारों द्वारा आंशिक या पूर्ण रूप से वित्त पोषित कोई भी संगठन

CEA/Hostel Subsidy shall be admissible till the end of the academic year in which the Government servant ceases to be in service — whether by retirement, discharge, dismissal or removal in the course of an academic year. Payment is made by the office where the government servant worked prior to the event. CEA/छात्रावास सहायिकी उस शैक्षणिक वर्ष की समाप्ति तक स्वीकार्य होगी जिसमें सरकारी कर्मचारी सेवा में नहीं रहता — चाहे शैक्षणिक वर्ष के दौरान सेवानिवृत्ति, सेवामुक्ति, बर्खास्तगी या पदच्युति हो। भुगतान उस कार्यालय द्वारा किया जाता है जहाँ सरकारी कर्मचारी घटना से पहले कार्यरत था।

PROCEDURE प्रक्रिया

CEA Claim — Step by Step CEA दावा — चरण दर चरण

Complete the Financial Year वित्तीय वर्ष पूर्ण करें

CEA is claimed once in a financial year, after its completion (Para 2h). CEA एक वित्तीय वर्ष में एक बार, उसकी समाप्ति के बाद दावा किया जाता है (पैरा 2h)।

Obtain Certificate from Head of Institution संस्था के प्रधान से प्रमाण-पत्र प्राप्त करें

Confirming the child studied during the previous academic year. If unavailable: self-attested report card or fee receipts/e-receipts for the entire year. पुष्टि करते हुए कि बच्चे ने पिछले शैक्षणिक वर्ष में अध्ययन किया। यदि उपलब्ध न हो: स्व-सत्यापित रिपोर्ट कार्ड या पूरे वर्ष की शुल्क रसीद/ई-रसीद।

Submit Claim to DDO / Head of Office DDO / कार्यालय प्रमुख को दावा जमा करें

File supporting documents along with the claim form to the Drawing and Disbursing Officer. दावा प्रपत्र के साथ सहायक दस्तावेज आहरण एवं वितरण अधिकारी को दाखिल करें।

Reimbursement Credited प्रतिपूर्ति जमा

₹2,250/month per child (or ₹4,500 for Divyaang child) is reimbursed — not dependent on actual fees paid. ₹2,250/माह प्रति बच्चा (या दिव्यांग बच्चे के लिए ₹4,500) की प्रतिपूर्ति की जाती है — वास्तविक भुगतान की गई फीस पर निर्भर नहीं।

For Hostel Subsidy, the certificate must additionally mention the amount of expenditure incurred towards lodging and boarding in the residential complex. Amount paid = lower of actual or ₹6,750/- pm. छात्रावास सहायिकी के लिए, प्रमाण-पत्र में अतिरिक्त रूप से आवासीय परिसर में आवास एवं भोजन पर किए गए व्यय की राशि का उल्लेख होना चाहिए। देय राशि = वास्तविक या ₹6,750/- प्रति माह, जो भी कम हो।
